Used. There are signs of use on the sole, on the surface, on the toes, on the zipper, but from a distance it's not very visible and it's comfortable and still usable.
Size 31 and the manufacturer's website says that it is for a foot of ~18.5 cm. Shipping is paid by the buyer (+ DPD or Omniva).
